One network, two agents, and a boundary that never moves.

A worker's agent and an organization's agent do the work on both sides of every hire and coordinate with each other constantly; the network between them enforces the rules, and a named human still makes every regulated decision.

The experience can feel like two agents coordinating. The authority is deliberately asymmetric, and that asymmetry is the design.

02 · what crosses, and what never does

Evidence crosses. Authority never does.

Crosses, under consent

Evidence moves between the two agents only when you consent to it moving, and it carries its provenance and its freshness with it: where the fact came from, and how current it still is.

Never crosses

Authority never moves. Each organization decides under its own policy, on its own file, and a decision made at one organization is never a decision at another.

The same evidence can produce different outcomes at different organizations. That is correct, not an inconsistency.

03 · the boundary
