Read enough of this category and one question keeps surfacing: how is this different from a job board with automation bolted on? The honest answer sits in two places: where authority stays, and how far proof is allowed to travel.

Most hiring relationships end the moment a shift starts. The record built to win that shift stays locked inside whichever platform built it, and the next employer starts the same evidence work from zero. Even the category’s supposedly neutral infrastructure keeps getting captured: CAQH converted for-profit and became payer-owned in January 2026, and Kamana was absorbed into a staffing agency in 2025. Both sides keep re-proving what they already proved, at every new meeting.

This is what makes Rōvn a network and not a job board: the evidence set from act three does not stop at each organization. The professional carries it where they consent, and each organization reaches its own answer independently.

The same evidence may produce different outcomes at different organizations. That is correct, not an inconsistency.

03 The governed loop

Two agents. One governed loop.

The experience can feel like two agents coordinating a hire. It is closer to two agents working from two different sets of instructions, kept apart on purpose, with the network between them holding the boundary neither one is allowed to cross.

    Watches licenses, certifications, and expirables under the professional’s preferences, then prepares evidence for a specific approved disclosure.

  • Coordinates one ask

    When a request touches her record, it reaches her as one ask, not a separate alert from every organization that wants an answer.

The organization agent

  • Qualifies against policy

    Reads only the organization’s authored policy and delegated authority, nothing broader.

  • Prepares the review

    Assembles what a named reviewer needs to decide, and nothing that reviewer was never authorized to see.

Both agents scout, qualify, coordinate, and prepare. Neither one decides. The authority between them is deliberately asymmetric, and that asymmetry, not the coordination, is the design.

05 The commercial rail

Nobody pays to be first in line.

Neutral infrastructure that quietly becomes someone’s asset stops being neutral. CAQH converted for-profit and became payer-owned in January 2026, which is the structural reason a worker-owned, employer-neutral corner of this category still needs to exist. The economics below are stated as rails, not intentions.
